Summary
The Protocol establishes a comprehensive framework for implementing the ASEAN Single Window (ASW) and National Single Windows (NSWs) as essential components of the ASEAN Economic Community. It aims to enhance coordination amongASEAN Customs Administrations, relevant ministries, and economic operators to ensure the effective implementation of theASW. Additionally, it seeks to foster participation from economic operators while providing technical guidance for ASW and NSWsimplementation in Member Countries, in alignment with the ASW Agreement and Technical Guide.
Regarding paperless trade, the Protocol:
- Mandates electronic data interchange (EDI) for seamless trade information exchange,
- Establishes requirements for online submission and processing of trade documents,
- Defines data harmonization standards to ensure interoperability,
- Provides technical specifications for NSW-ASW integration,
- Sets guidelines for electronic document security and authentication,
- Outlines procedures for electronic Certificate of Origin (ATIGA Form D) exchange.
