The China-Australia Free Trade Agreement (ChAFTA) entered into force on December 20, 2015, establishing a comprehensive framework for trade between both nations. The agreement contains 17 chapters and four annexes, with significant provisions for paperless trade found in:
Chapter 4 (Customs Procedures and Trade Facilitation) and Chapter 12 (Electronic Commerce), which include:
- Advance electronic submission and processing of information before physical arrival of goods
- Acceptance of electronic copies of supporting documents required for imported goods
- Electronic signatures and authentication protocols
- Development of paperless trading initiatives
- Electronic certificates of origin implementation
- Automated risk management systems
- Digital customs clearance procedures
Two memoranda of understanding and a side letter on traditional Chinese medicine were also concluded as part of the overall ChAFTA package, though they do not form part of the agreement itself. The agreement represents a significant step forward in modernizing trade procedures between China and Australia through digital solutions while maintaining security and compliance.
