Summary
The Universal Postal Convention establishes the rules applicable throughout the international postal service and the provisions concerning the letter-post and postal parcels services. This Act is binding on all member countries which must ensure that their designated operators fulfill the obligations arising from the Universal Postal Convention.
Regarding paperless trade, the Convention includes:
- Mandatory electronic advance data (EAD) requirements for items containing goods (Article 08-002),
- Specifications for electronic data capture and exchange between designated operators (Articles 17-107, 17-216),
- Standards for electronic customs declarations,
- Requirements for digital security measures,
- Protocols for electronic tracking and tracing,
- Framework for digital postal services integration,
- Guidelines for cross-border e-commerce facilitation.
