Brief Summary
Al Nadeeb is a qualitative leap for Qatari customs in terms of using the best state- of –the- art technologies in hardware or software, systems and databases.
a. Objective(s)

-Transform Qatar into an active partner in facilitating global trading by providing a fully transparent customs environment while ensuring security and safety through unique system for risk management and selectivity; - Review and improve all customs operations and procedures to build an integrated community ready to work on electronic single window system and conforms to international and regional standards; - Integrate with all government agencies and private sector involved in customs procedures through a Qatar single window system as well as developing import and export services with business partners; - Promote level of human and technology capabilities to reach a record time in completing customs procedures and reach to inspection percentage less than 5%. - Provide high quality value added services to the commercial community.

b. Business need for the project (background)

Electronic system of Al Nadeeb was designed to facilitate commercial and customs operations and focus on customer satisfaction in accordance with the standards of the World Customs Organization and the World Trade Organization agreements, without harming security or revenues of the state.

c. Business process covered*

Outputs of the System: The system provides several statistical and query reports used for multiple purposes in order to set development plans. This is through exploitation of human and technical resources to improve performance: - Financial reports - Supervisory reports - Statistical reports

d. Overall architecture and functionalities*

Risk Management: A program that helps targeting suspicious consignments according to preset updateable criteria according to circumstances and local, regional and global developments by customs circulars or various agencies in the State of Qatar. - Identify all types of customs risk for consideration, analyzing, and taking necessary actions to monitor and prevent from them and combat them by all available legal ways, with a view of reducing the incidence of commercial circumvention related to customs procedures and warding off dangers; - Raise the proportion of commitment to regulations, laws and regulations related to risk management in particular and customs work in general; - Balance between facilitation and commitment with provision of appropriate customs facilities to companies and establishments committed to customs procedures; - Create general standards designed to speed up completion of the procedures in accordance with selectivity criteria and customs lanes system; and - Possibility of following up and analyzing consignments, target dangerous points and extract statistics and information. The system provides alert notifications through user-defined criteria, in order to track potential non-compliant trade transactions – specific users can choose their alert method (SMS, fax or email) when a new declaration meets userdefined criteria

Al Nadeeb is thoroughly integrated with other e-government systems, such as Hukoomi – the official government e-portal for information about Qatar. Online payment gateways are also a part of Al Nadeeb, thereby enabling payments by credit card or debit card, as well as direct transfers to Customs’ accounts. Al Nadeeb has been integrated with trading communities and other government agencies to benefit the entire trade community in the State of Qatar as well as internationally, as highlighted below: · Ministry of Interior: Al Nadeeb ensures seamless electronic integration with the Ministry, which is responsible for immigration, drugs prevention, traffic and civil defence. The system enables national security and all other areas of concern to be protected, by providing accurate and immediate information on companies and restricted goods and their movements in and out of Qatar. · Ministry of Business and Trade: To safeguard Qatar’s import and export processes, it is vital that Al Nadeeb matches a company’s importing activity with its registration, including the validation of a transaction date. · Trading community and clearing agents: Al Nadeeb has made it possible for traders and clearing agents to pay duties and submit declarations online, as well as for traders to authorize clearing agents electronically and to follow up on the status of their declarations 24/7. · Other government authorities: Qatar Customs coordinates and cooperates with approximately 17 different government agencies that control goods, to ensure that imported and exported goods comply with the laws and regulations of Qatar. Al Nadeeb communicates automatically with the relevant authority, enabling automated decision-making in respect of approvals, rejections or conditional releases.

16. Future plan for expansion of the project

As part of its vision for 2030, Qatar aims to improve its e-systems to benefit informationsharing by the online community. Qatar Customs shares the same sentiment, and Al Nadeeb makes use of the Government Data Centre’s elite hosting services
